Non-discrimination
New Hampton Municipal Utilities (NHMU) will meet and comply with the non-discrimination, interconnection and network management obligations established by the FCC’s Empowering Broadband Consumers Through Transparency (Broadband Labeling) Report and Order (CG Docket 22-2).
NHMU does not unreasonably discriminate in its transmission of customer traffic over the Internet. When reasonable network management practices entail differential treatment of traffic, NHMU does not discriminate among specific uses, or classes of uses, of its network.
NHMU does not impair, degrade or delay applications or services that compete with its services, does not inhibit access by its customers to lawful content or non-harmful devices, does not impair free expression of its customers, does not prioritize its own content and does not use or demand “pay-for-priority” or similar arrangements.
Interconnection
NHMU provides access to federally funded facilities at any technically feasible point along the network (without exceeding current or reasonably anticipated capacity limitations). This includes, at a minimum, the physical interconnection of the recipient’s facilities to a requesting party’s facilities for the exchange of traffic.
In addition, NHMU connects to the public Internet and provides requesting parties with an ability to connect to the Internet. Rates and terms for interconnection are reasonable and nondiscriminatory.
Network Management Policy
NHMU does not manage or limit the content of communications traffic transiting NHMU’s network, except to the extent necessary to maintain reliable service. NHMU’s network management practices do not involve preferential routing of traffic on the basis of content or provider. NHMU utilizes neutral traffic routing and will enable connections to other carriers and to the public Internet.
NHMU employs commercially appropriate security procedures to protect its network and its customer records from unauthorized access by third parties. No guarantee is expressed or implied.
NHMU manages its network to provide the best experience to its customers. It will use best efforts to monitor, address and minimize (without a prevention guarantee) the effects of security attacks, network congestion, and other causes of degraded service.
NHMU does not generally inspect or store information about network traffic, except as required by CALEA, FISA or other court orders, statutory, or regulatory requirements. It does not collect, store, or use traffic information to profile its customers for marketing purposes.
NHMU will display its network management policies in a prominent location on its web page (www.nhmu.com) and will provide notice to customers of changes to these policies.
Telecommunications carriers and Internet service providers seeking additional information regarding this Policy or the services NHMU offers are encouraged to contact NHMU at info@nhmu.com or 641-394-4550.
